(/SNPA/Ross Setford)WELLINGTON, Jan. 7 () -- Eleven people died when the hot air balloon they were in crashed in flames in New Zealand early Saturday.Family members of the balloon's passengers watched as the balloon plummeted into a field and were among the first people on the scene, New Zealand media reported.The New Zealand government offered its condolences to the families of those killed in New Zealand's worst air disaster in more than three decades.A New Zealand Police statement said the accident was reported at 7:25 a.m. at Clareville, near Carterton in the lower North Island.Wairarapa Police Area Commander Inspector Brent Register said the hot air balloon operated by Early Morning Balloons took off from Carterton between 6:40 a.m. and 6:45 a.m. for a 45-minute flight, and was to land in a paddock in Carterton.As the balloon was preparing to land, it hit a power line, causing sparking in the basket, said Register in a statement."At this point, two of the 11 people on board, believed to be a male and a female, appear to have jumped from the basket," he said.Register said the balloon then made a sharp ascent, caught fire and plummeted into a paddock about 200 meters away.All 11 people on board, the pilot and five couples from the Wellington region, were killed in the crash.Police were working with the Coroner's office, the Civil Aviation Authority and the Transport Accident and Investigation Commission to conduct a "thorough investigation" into the cause of the tragedy."We are still in the process of identifying each of the 11 people and notifying their next of kin and this process will take some time, given it requires the skills of expert disaster victim identification staff," said Register.The crash site was cordoned off and only emergency workers and the families of those in the balloon were being allowed through, Radio New Zealand reported.The crash was New Zealand's worst air disaster since an Air New Zealand passenger jet crashed into Mount Erebus in the Antarctic with the loss of 257 lives in 1979.Carterton resident Don Cunningham told Television New Zealand ( TVNZ) that he saw the canopy going down in what looked like a controlled descent in perfect conditions with hardly any wind.He said he heard screaming and shouting and saw a big pall of smoke.Eyewitness Rosalee Thurston has told TVNZ her family saw "a puff of smoke in the sky and then flames as the balloon fell to the earth."TVNZ reported eyewitnesses saying the balloon was about 150 meters in the air when "things seemed to go wrong" and it burst into flames, before it "came down like a rocket" with a "huge bang ".They said the balloon might have hit a power pole on the way down, cutting power to the area for several minutes.New Zealand's Transport Accident Investigation Commission announced it had begun an inquiry into the accident.An investigation team was being assembled of up to four investigators, said a statement from the commission.Transport Minister Gerry Brownlee expressed his condolences on behalf of the government to the families and loved ones of the dead."We are deeply sorry to learn of this tragic accident and our hearts go out to those who are now mourning the loss of life," Brownlee said in a statement."The accident will be thoroughly investigated by the Transport Accident Investigation Commission, the Civil Aviation Authority and Police on behalf of the Coroner."Brownlee said rules for the commercial operation of hot air balloons were part of a recently completed review into adventure tourism in New Zealand."Experts will be looking to learn any lessons from the investigations which have begun today which can help improve safety for others in the future," Brownlee said.Hot air balloon flights are a popular attraction for visitors to the area and normally take off in the early morning.
RIO DE JANEIRO, April 9 () -- Brazil's 2014 World Cup organizing committee (COL) has warned Recife and Salvador that they could be stripped of host city status for next year's Confederations Cup if their stadia failed to be completed in time.FIFA will inspect stadiums in Rio de Janeiro, Brasilia, Recife and Salvador, later this month with the latter two causing particular concern due to continued construction delays."They know they are not guaranteed," COL operations director Ricardo Trade said during a press conference in Rio on Monday."FIFA will carry out a technical analysis and at the end of June the host cities will be confirmed. The stadiums know they need to produce a stadium with all of its structure already in place."The Confederations Cup, to be held from June 15-30 next year, will be contested by the champions of each of FIFA's six confederations as well as World Cup winner Spain and host nation Brazil. It is considered a prelude to the World Cup the following year.A government report released last week revealed most of the stadiums were still less than 50 per cent complete.Fortaleza's Castelao stadium is the most advanced, with 60% of its works already finished, while Arena Pernambuco in Recife, only 32% complete, is causing organizers most concern."During the last meeting with FIFA, Recife was practically eliminated," Brazil's football confederation chief Jose Maria Marin said.But I fought in favor of Pernambuco and have absolute confidence that the stadium will be included."The Confederations Cup will be hosted by six cities if Recife and Salvador are confirmed.
