by Peter MutaiNAIROBI, July 18 () -- Kenyan Vice President Kalonzo Musyoka on Wednesday called on the East Africa Legislative Assembly (EALA) to work towards fast-tracking full integration of the region.Speaking to Kenyan members of EALA in Nairobi, Musyoka said there was urgent need to address the issue of non-tariff barriers so that movement of people and services between member states are not hampered."The full economic integration of the region will help in economic growth, particularly through cross border investments," the VP said when he received Kenya Members to the East Africa Legislative Assembly in Nairobi.Efforts to create a single state in East Africa have been ongoing since 2004 when the leaders of the region met in Nairobi and agreed that its creation should be the ultimate goal of a process that started with the gradual opening of the borders to trade.The EAC Common External Tariff (CET) harmonized the region's taxation regime for raw materials, charged at zero duty, 10 percent for semi-finished goods and 25 percent for finished industrialized goods, adopted in 2005, kicked off the unity race.Kenya is seeking to achieve middle income status by the year 2030, driven by its economic blue print known as Vision 2030 which identifies services industry like the information communication technology (ICT), tourism and financial services as key pillars of this growth.Kenya is already a regional leader in ICT related innovation with the flagship mobile money transfer service M-Pesa and is deepening its capital markets in a bid to become a regional financial hub.During the meeting, Musyoka congratulated the members for their elections and urged them to represent the country with dedication irrespective of the political parties they were nominated from.He assured them that he fully supports the Cabinet document that seeks to place the membership under authority of Parliament instead of directly being answerable to Executive.Musyoka also expressed confidence that soon the Southern Sudan would be accepted as a member of the East African Community."I call on you to support the efforts made by the new Sothern Sudan to join the community, I know Somalia too will be part of as soon as it realizes full political stability. I am also aware that Republic of Comoros is also interested in the regional bloc," he said.The 5-nation regional economic bloc rejected an application by Sudan in November 2011 to join the EAC due to its geographical location.The African leaders who met in Bujumbura then said the application by Khartoum did not meet the criterion on geographical proximity and contiguity and thus could not qualify to be admitted into the bloc.The EAC has also pending application by the Republic of South Sudan which has been waiting since 2010 for the regional leaders to examine it before being admitted to the EAC membership.The Bujumbura summit directed the Council of Ministers from the five member states to verify the application by the world's newest state on the basis of the criterion for admitted of foreign countries and submits its recommendations to the tenth extra ordinary meeting which may be held later this year.Kenya's East Africa Minister, Musa Sirma said the government is in the process of tabling Cabinet document that would facilitate the members to work efficiently through adequate funding and separation of powers between executive and the legislature.EALA Kenya Chapter Chairman, Joseph Kiangoi assured that the legislators would work to the best interests of the region and Kenya in particular.Kiangoi appealed for adequate funding to the legislators operations, stressing the need for placing EALA members under authority of Parliament just as any other legislators.
ROME, April 16 () -- An Italian senator with former Prime Minister Berlusconi's People of Freedom Party was put under house arrest on Monday for alleged fraud, local media said.Sergio De Gregorio, who denied all accusations, was investigated for fraud and criminal association related to public funding to the media industry, together with other nine people.The arrested included Valter Lavitola, a Berlusconi associate and fugitive, who was taken into custody on returning to Rome from Buenos Aires on Monday after living for six months in South America.Lavitola, the former editor of daily newspaper L'Avanti, was also wanted by the Italian justice in relation to investigations into the alleged supplying of prostitutes at parties at Berlusconi's homes in Italy.In regard to the probe linked to the parties, Lavitola was suspected of giving false testimony and of inducing a local businessman to lie to judges.Moreover, the fugitive was suspected of international corruption with President of Panama Ricardo Alberto Martinelli and his government regarding contracts for the building of prisons in the central American country.A number of recent corruption scandals in Italy have involved representatives on all sides of the political landscape, the latest hitting center-right Northern League, which claimed to be a crystal-transparent party.
