UNITED NATIONS, Jan. 20 () -- More than 120,000 people affected by the recent violence in South Sudan's Jonglei state may need emergency assistance, which is twice the original estimate, the United Nations humanitarian official in the African country said on Friday.Hilde Johnson, special representative of the UN secretary- general in South Sudan, called for an immediate end to the cycle of violence in Jonglei state, UN spokesman Martin Nesirky told reporters here Friday.UN APPEALJohnson condemned the use of violence by communities and urged their political, traditional and youth leaders to do their utmost to end the killings and confrontations, and was particularly concerned about continued statements that could incite ethnic violence, Nesirky said at a daily news briefing."The ongoing security crisis in Jonglei state is a test for all of us," said Johnson, who is also the head of he UN Mission in South Sudan (UNMISS)."All concerned should redouble their efforts to put an immediate end to the cycle of violence, which is putting thousands of lives at risk and threatening the stability of the whole area," she added.Johnson also urged the government to deploy additional forces and strengthen its forces in the key areas to stop further violence, saying this would also provide the basis for a peace process between the Jonglei communities."The special representative welcomed the government's decision to establish a peace team to lead the peace process," said the UN spokesman.The UN Mission in South Sudan (UNMISS) had been relocating its military forces to areas most at risk. As a result of recent attacks, we now estimate that double that number will need help," said Grande.On Thursday, the top UN envoy in South Sudan called for an immediate end to the ethnic violence in the newly independent nation, and urged the government to hold the perpetrators to account and to deploy more forces to key areas to avert further bloodshed.Humanitarian assistance is being provided in violence-affected areas and assessments are continuing, said a news release from the UN Office for the Coordination of Humanitarian Affairs (OCHA).A humanitarian response and coordination hub has been established in Pibor town and 15 aid groups are present on the ground, working to repair water points and provide food, household items, emergency education, nutrition, protection and medical assistance. Help is also being provided in Gumuruk, Likuangole, Boma and Walgak, and other villages will receive aid soon.The recent spike in inter-communal violence has compounded an already difficult humanitarian situation in South Sudan, OCHA stated. Aid agencies were already supporting 30 simultaneous emergency operations before the crisis in Jonglei began.Jonglei state has been the scene of confrontations between the Murle and Lou Nuer peoples, who have a history of conflict over land and resources for cattle grazing.Since mid-2011, tensions on the border with Sudan have also escalated, triggering fresh displacements. In May 2011, violence erupted in Abyei, displacing 110,000 people into Agok and South Sudan where they remain displaced.In addition, ongoing conflict in South Kordofan and Blue Nile states in Sudan has caused approximately 80,000 people to flee into South Sudan since June 2011. Hundreds of new refugees continue to arrive every week."Operations in South Sudan are some of the most difficult and expensive in the region due to the combination of poor infrastructure and limited accessibility," said Grande, also deputy special representative at UNMISS."It's a race against time every year to ensure that life-saving supplies are purchased and pre-positioned before the rains arrive, " she said. "These attacks have occurred at the beginning of the dry season when stocks are at their lowest."Grande deemed it essential that the 763-million-dollar appeal for humanitarian work in South Sudan, covering 271 projects among 110 organizations, is adequately resourced early this year to ensure that assistance can be provided on time.

"It's because of the library," the 32-year-old explains. He says he learned bacteria were killing his fowl from a book he checked out of the remote village's library. Zhuang raises 1,000 ducks and sells them for 100 yuan apiNowece. Now, he's using the library to do more than just ensure his ducks survive. I'm reading about breeding techniques to increase output," Zhuang says. "It's an extraordinarily complicated process from egg to slaughter. Some of the books are very thick, so I need a lot of patience." Zhuang is among about 1,400 people in Huilong who visit the library to read books that are pertinent to their rural lives. Most titles are about agriculture, electronics, law and health. There are also international and Chinese classics, including Uncle Tom's Cabin, A Dream of Red Mansions and Confucian writings. The library's head Liu Qijun explains: "Most villagers can find a place to use the Internet but prefer the library. The Internet isn't as popular in the countryside as in cities." The situation is similar in the 146 of the 187 surrounding villages with libraries run by the provincial government, Liu says. Sichuan has been expanding the countryside library system as a low-cost, yet high-value, way of improving rural life. Running Huilong's library, which opened six years ago, costs about 10,000 yuan a year, Liu says. "The book selection is limited, but the knowledge found here is vast," Liu says. "We often exchange books with other rural libraries. That keeps our selection fresh. Both traditional and practical knowledge can be gained here." Liu uses the library to get more money from his ducks and to increase yields from his three small rice paddies. "The books here revealed to me that seed selection is crucial to growing more rice with less land," he says. And they show how to pick the best seeds. I've also been learning about healthier lifestyles to live longer." Liu says the library, although small and Spartan, exerts a big impact on local prosperity. About 1,000 books line two sets of shelves in the reading room, which contains six chairs and two tables. "Sometimes, the room is too crowded," Liu says. About 10 people visit a day, he says. But readers can take the books home. "We don't use ID cards because everybody knows everybody," Liu says. The library's other room is for film showings. "More people watch movies than read books because a lot of the elderly can't read," Liu says. "About 20 percent of the villagers are illiterate. Actually, pretty much everyone older than 40 is." The library also serves as the village's social hub, Liu says. "At night, the area is an open space where farmers gather to dance, chat and have fun," Liu says. Many villagers believe the library not only contributes to, but also reflects, China's transformation. Peng Jing, a 50-year-old who says reading about construction work and raising ducks has significantly boosted his income, explains: "This library is where I'm learning how to improve my future. When I was young, there wasn't anything like this in villages. "It makes me feel that China is becoming greater. The countryside is changing. The government is paying more attention to farmers because we account for so much of the population." Liu agrees. "Many farmers were illiterate before," he says. MalinaoMANILA, Feb. 23 () -- Because of its expanding foreign exchange reserves and growing balance of payments (BOP) surplus, the Philippines has growed from a borrower to a lender country in the International Monetary Fund (IMF), of which it is a long- standing member.According to the Bangko Sentral ng Pilipinas (BSP), the country' s central bank, the Philippines is now contributing to two IMF financial assistance programs, the Financial Transactions Plan ( FTP) and the New Arrangements to Borrowers (NAB).The FTP, formerly called the operational budget, is the mechanism through which the IMF finances its lending and repayment operations to its members.The IMF can lend member-countries in both foreign exchange and special drawing rights (SDRs.) The SDRs, also known as the paper gold, are a form of international reserves created by the IMF in 1969 to solve the problem of international liquidity.The BSP said that as of end of 2011, the Philippines had contributed more than 125 million U.S. dollars to the FTP to help address the financial crisis confronting economies in Europe.The BSP said that the Philippines has made available about 251. 5 million U.S. dollars to the FTP, of which more than half has actually been disbursed by the IMF to European countries battling financial crisis, including Ireland, Portugal and Greece.Member-countries like the Philippines, which pay quota contributions to the IMF, are either net borrowers or lenders depending on their foreign exchange liquidity and the stability of their financial sectors."By virtue of their participation in the FTP, emerging market economies like the Philippines have joined international cooperative efforts to mitigate the spillover effects of Europe's sovereign debt crisis by enhancing financial safety nets [through contributions to funds for lending]," BSP Governor Amando Tetangco Jr. said in a statement.The Philippines used to be a net borrower from the IMF until 2006 when the country prepaid all its outstanding obligations to the multilateral institution.By 2010, the Philippines became a net creditor to the IMF when it participated in the FTP.According to Tetangco, the Philippines' long-standing relationship with the IMF "has evolved from being a prolonged user of the IMF's resources to a stronger partnership marked by the country's contribution to collective efforts in preserving the stability of the international monetary system."On top of the FTP, the Philippines had also pledged 500 million U.S. dollars to the NAB, which has now a total of 579 billion U.S. dollars worth of pledges from various creditor countries.The expanded NAB, which became effective on March 11, 2011, is a standing set of credit lines under which 39 members or their institutions are committed to provide supplementary resources to the IMF.The entry of the Philippines to the IMF lending facilities was made possible by a steady increase in both its GIR and BOP surplus.In January, the country's GIR rose to 77.043 billion U.S. dollars, or an increase of 21.3 percent from the 63.54 billion U.S. dollars booked in the same month last year. The January GIR has also eclipsed the previous all-time high of 76.206 billion U.S. dollars recorded?in November last year.According to Tetangco, the build-up in the reserves was due mainly to foreign exchange inflows coming from the foreign currency deposits by the National Government of proceeds from its dollar-denominated 25-year global bond issuance as well as dollar remittances from overseas Filipino workers and earnings from Philippine businesses abroad.Early last month, the Philippines sold 1.5 billion U.S. dollars worth of dollar-denominated bonds due 2037.The BSP expects the GIR, which is the sum of all foreign exchange flowing into the country, to hit a record level of 79 billion U.S. dollars this year.The BSP also said that the country registered a balance of payments (BOP) surplus in January in the amount of 864 million U.S. dollars--the highest in five months--as the Philippines continued to enjoy inflows from the usual sources of foreign currencies, such as remittances and portfolio investments.BOP, which is the difference between the amounts of foreign cash flowing in and out of a country, serves as a record of a country's commercial transactions with the rest of the world. A surplus in the BOP will boost a country's foreign exchange reserves.
