SANTIAGO, July 5 () -- A senior official of a UN economic commission for Latin America on Thursday praised Chinese Premier Wen Jiabao's recent proposals to bolster China-Latin America cooperative ties.Wen not only underscored China's interest in strengthening relationship with Latin America, but, more importantly, proposed concrete steps towards the goal during his visit here last month, Alicia Barcena, executive secretary of the UN Economic Commission for Latin America and the Caribbean (ECLAC), told the local daily La Tercera.At a speech addressing the ECLAC, Wen proposed the creation of a China-Latin America cooperation forum as a permanent dialogue mechanism, calling on China and ECLAC countries to strive toward the goal of increasing two-way trade to 400 billion U.S. dollars in five years."That is a goal that explicitly shows China is not after a trade surplus, that it is willing to import from the region more manufactured goods with higher added value, apart from raw materials, to achieve a balanced and sustainable trade between both sides," said Barcena.According to Barcena, Wen also proposed to initiate a 10-billion-dollar special loan to support infrastructure cooperation, create a 500,000-ton food bank to ensure food security, and establish an agriculture ministers' forum to meet before 2013, among others.The Chinese premier also highlighted the importance of promoting cultural exchanges, communication, sports and tourism between Latin America and China, she said."China has shown the capacity to transform, within just three decades, into the second-largest economy in the world and is at its most dynamic pole," she stressed."For ECLAC, we believe we are helping the establishment of one of the future mainstays of South-South cooperation," said Barcena. "This is a direct invitation from the Asian engine towards a horizon of constructive possibilities that we welcome."
NANNING, May 7 () -- Rescuers are trying to reach three workers who have been trapped for over 48 hours in a mine following a rain-triggered roof collapse on Saturday in south China's Guangxi Zhuang autonomous region.The accident happened at 11 a.m. at an illegal mine in Limu township of Gongcheng county, according to a spokesman with the county's fire prevention bureau, which also serves as the emergency rescue headquarters.He said on Monday that rescuers could hear the miners, who are trapped about 25 meters into the shaft. "They said their location was ventilated and close to a water source, but they were running out of food," he added.Rescuers tried to send packs of milk down a newly excavated rescue channel Monday morning, but did not succeed.The mine was excavated by villagers without the local government's authorization and "It is unclear what minerals it contains," the spokesman said.The mountainous Gongcheng county, with a population of 282,000, is rich in tantalum, columbium, tungsten, stannum, lead and zinc resources.
