BLANTYRE, Malawi, April 24 () -- Chinese President Hu Jintao's special envoy, Li Liguo, met here with Malawian President Joyce Banda on Monday evening after attending the funeral of late President Bingu wa Mutharika.On behalf of Hu, the Chinese government and the Chinese people, Li conveyed deep grief over the death of Mutharika. The envoy also expressed his sincere condolences to the Malawian government, the Malawian people, and Mutharika's relatives.Mutharika was the founder of the China-Malawi friendship and his important contributions to the establishment and development of China-Malawi relations will be remembered by the two peoples forever, Li said.The special envoy, who is also minister of civil affairs, said China is ready to work with Malawi to continuosly promote China-Malawi friendly cooperation.Banda thanked President Hu for sending a special envoy to Mutharika's funeral. She said the gesture fully demonstrates the true and deep friendship between the two countries.The Malawian government cherishes its friendship with China, sticks to the one-China policy, and will continue to work with China to consolidate and enhance their friendly cooperation, Banda said.Earlier on Monday, Li attended Mutharika's funeral outside Blantyre, Malawi's commercial capital.Mutharika, who died at 78 of a heart attack on April 5, was buried after the funeral that drew African leaders and thousands of Malawian mourners.
UNITED NATIONS, March 27 () -- The announcement by the Syrian government that it has accepted the six-point plan to end violence in Syria put forward by special envoy Kofi Annan could mean important progress forward in the Middle East country, the current president of the UN Security Council said here on Tuesday."Obviously this is potentially a significant step and we are exploring the possibility of Kofi Annan coming to brief the Security Council later this week or early next week," said Mark Lyall Grant, permanent representative of Britain to the UN, who spoke to reporters outside Security Council chambers in his capacity as the current holder of the 15-member UN body's rotating presidency for this month.The spokesperson for Annan, who is the UN-Arab League joint special envoy for the crisis in the Syria, announced on Tuesday that the Syrian government had written to express its acceptance of Annan's plan, which includes proposals for a cease-fire initiated by the Syrian government, a daily halt in fighting for the delivery of humanitarian aid and treatment for the wounded, and talks between the government and the opposition.Permanent representatives from several other nations on the Security Council also addressed reporters outside the council chambers in order to comment on the news from Syria in their national capacities.Mohammed Loulichki, permanent representative of Morocco to the UN, said that he is "not skeptical" about the new developments from Syria."I am just taking in what Mr. Annan is saying," Loulichki said. "He had a positive answer, I hope this will be the beginning of some dynamic that will trigger good news for the Security Council. "The German permanent representative to the UN, Peter Wittig, said that although the approval of the six-point plan might turn out to be the first step in the right direction, "we have to remain cautious."He said that Syria has a "history of credibility gaps" in the past and that it would be useful to hear the joint special envoy's evaluation of the Syrian reaction in the near future.Wittig reminded reporters that "the presidential statement that we adopted last week contains very clear calls on the Syrians to halt the violence.""That we have not seen on the ground," Wittig said. "So this will be the litmus test whether they comply with that."The presidential statement, approved by consensus in the council on March 21, fully supported Annan's mission as well as his peace plan for Syria.Nestor Osorio, permanent representative of Colombia to the UN, said that there is optimism for Syria and that the most important priority at the moment is to stop the violence."Let's hope for the best," he said. "It is very important to know that there are some positive steps and a plan that has been laid down by Kofi Annan and supported by the Security Council could be implemented. There is light there."For his part, Portugal's permanent representative to the UN, Jose Filipe Moraes Cabral, called the Syrian acceptance of the plan "a positive development, undoubtedly."
